Compaq Presario will not Boot CD

Had to reinstall OS and upgraded to Pro from Home in the process. This box would not boot from CD and had to create boot floppy for W98 from download. Also this PC will NOT enter bios setup at boot time. Will respond to F8 for boot choices, but no other boot option. Is there any way to make a Compaq enter bios setup screen at boot? I want to put CD above HD for boot preference.

Forgot to mention that since the HD os was hopelessly corrupted (kak'd during boot), I took advantage of the opportunity to reformat the hard drive and just installed the upgraded os without all the hp garbage.

Tried 'em both. Tried holding down and tried striking continuously. The only key that would interrupt the boot was F8. This looks to me like an asinine ROM feature and reminds me of an old MicronPC asinine ROM trick - you could NOT change the primary hard drive because it was encoded onto the ROM. If you removed it and built a system on another drive it would not boot when restarted. So here I got rid of the HP software garbage but can't get rid of the ROM garbage.
