I installed SP3 on my son's Compaq media center PC.

First, it refused to boot up except in Safe Mode, then we loaded a back-up version from before our (attempted) upgrade.

Now it refuses to connect to the internet either by ethernet or by wireless. in either case, it begins to connect and then does not ever set an IP address. Other computers using the same connection (cable modem and router) work with other computers, so I am believe its the computer.

Can you expand on that a little. Was that a Windows System Restore, a complete Image restore, or...?

It's a SP3 problem, not your computer. HP recently issued advisory telling Compaq & HP owners not to install SP3 especially if the preocessor is AMD. Uninstall SP3 by using any one of the four methods listed HERE.

Installing SP3 Full Version as opposed to that offered by MS Updates has caused me less problems:

That's the one we installed. We went looking for it when we were trying to get a D-link Xtreme N router to work. The tech from D-Link suggested that the PC could communicate with the router if we installed SP3. Things went downhill from there.

OK, so we seem to have removed SP3, and still cannot get an IP address for either the wireless connection or the ethernet cable.

What else should I look at?
