command.exe - not fun

Just reformatted my computer today, made the mistake of not installing my firewall before turning on the internet. Anyways Some virus got on my computer that runs command.exe in my taskmanager and it will not allow me to install any new software. The main problem is I can't install my antivirus programs, firewall, or windows service pack 2 and can't figure out how to get rid of this. Any help would be much appreciated.

Try this tool Put it on a floppy, boot into safe mode and run it.

Thank you but I've already been to that site, it requires me to install their "free spyware removal program." And this virus does not allow me to install anything. I actually got Xoftspy on my computer before it stopped allowing me to install programs and xoftspy can't even get rid of it.
