Command Window Opens When Open Fold

When I mouse-click on a folder in the right pane of Explorer, instead of opening the sub-folder beneath it, it opens a Command Prompt Window at that directory. It doesn't happen in the left pane's tree.

Russell, Try this first:
Go to Start/Run and type in: regsvr32 /i shell32
If that doesn't correct the problem go to the link below and scroll down to Line 18 (right column) and download the "Search Opens When Double Clicking A Folder" reg fix. Save the REG File to your hard disk. Double click it and answer yes to the import prompt.
Note even that the reg fix states Search it also has fixed the Command Prompt issue.
