command prompt on bootup

How do I go about getting a command prompt when I am booting up before windows starts. It is different for xp then it was for win98.

Yes, it is different for Windows XP, totally different. Windows XP is based on the NT kernel while Windows 98 has its roots in Windows 3.1 which sits on top of DOS.
As there is no DOS with Windows XP, there is no DOS prompt. The command prompt you get get from within windows is a command line interpreter that contains a DOS emulator and needs Windows running to get it.

I never have tried using it, but when you go to the process of formating a floppy, XP will give you a choice to create an "MS-DOS Startup" disk.

That will create a Boot Floppy, the sole purpose it to allow you to do a BIOS update.
It contains the bare minimum files necessary to get the computer booted. They are infact the same DOS files the came with Windows ME.

I belive you can hit F8 when XP boots, which brings up a menu that you can enter Safe Mode with command prompt, but - THIS IS NOT DOS.
