COMCTL32.dll error?

Hey guys, I just have a little problem. I'm trying to fix a friends computer. Its an older dell lap top and when you start it up it'll boot, load the windows screen, and then pops up an error message. it says...

winlogon.exe - Unable to locate component

The application has failed to start because COMCTL32.dll was not found.

After clicking ok from this error message, it brings up another that says msgina.dll failed to load

I have a windows xp install disk, but I can't actually get into windows to use it. How can i fix this problem?
