Most of the times the missing dll files are removed when a program has been deleted and cause no ill effects, but are reported as a serious problem from third party utillities.
Since you are having problems with missing dll files with IE or whatever browser you are using, then remove the browser and reinstall it and you should get back what is missing. If you do not have the files already in your pc and are trying to download something and get that error then serch their website for the correct download files patch and install it that way.
hope that helped,

rc
