cmd.exe is having 100% CPU usage

OS: Windows XP professional
CPU/Ram: 2GB Ram
Product: Dell optiplex GX820

I get this weird problem.
cmd.exe goes 100% cpu usage at startup. I cannot kill it.
command.exe runs but I cannot give any commands even dir fails.
I am running windows XP professional

I think this happened after one of those automatic updates.

From then on, I cannot even shutdown. Always have to shutdown forcibly. Therefore updates are not getting affected.

Any ideas?
