Clear XP Password on PC bought on Garage Sale

Specs: Windows XP
So I bought a computer at a garage sale.
The family from which it was purchased was leaving town, and I am unable to contact them.
Windows has a password on it and I do not know it, therefore I am unable to log into the computer.
How do I clear the password, or even wipe the hard-drive, as I have the software I would need to install again?

You don't. The only legal way is to reformat the computer and reinstall Windows. We can not tell you how to hack a computer.

If you mean you have the windows install disk AND the activation key (on a sticker), you will need to do the following:
Enter BIOS set up (hold specific key on start up, usually delete, F1 or F2, check mfg. website) and set the CD drive to first in boot order. Insert install disk in drive and reboot. When the options come up, choose custom and format to format the hard drive and proceed to do a clean install on an empty drive. It is very possible you will need to update hardware drivers, and you will definitely need to update windows (probably more than once).

You have to be a little bit crazy to keep you from going insane.

Yes, I did not go into the details because I would assume they would get in contact with the owner because it is easier than a reinstall but yes if you are willing to reinstall you system do as mentioned. Do not forget to burn a CD with your current drivers before you start.

You don't have to wipe/reinstall, all you need to do is wipe or recover the password. You could have found this yourself if you did some googling:
