Clean install. Now no shutdown

I installed XP pro with sp/1 succesfully. However, this Compac Presario P3 800mhz system won't shutdown. It will only restart instead.
What should I be looking for in BIOS or Windows to get this corrected?

I should have also mentioned that I found this pc on the street, so I don't know if it had problems.

It would be wise to actually READ the whole post before saying s---!
FYI - I found a P3 800mhz. And, yeah, here in NYC you come across stuff all the time that people have tossed out on the street.

when installing an OS one needs to also install MOBO,,Sound ,,Video and other drivers that are needed by installed hardware, otherwise the machine will most likely fail to operate properly.
