cisvc.exe can I disable it?

I was looking at my task manager and I notice that alot of times just browsing the internet my system freezes and my CPU goes up to 100 percent. I noticed that about 50 is from cisvc.exe
What is it exactly? I know its used to check indexing, but what the heck is indexing?
I was told if i wasn't using index (which I don't know if I am since I don't know what it is) I can turn it off.
And if i am using indexing without knowing it, is it really usual for it to shot up to 50% while doing just about nothing?
