Are you having trouble finding Computer Management?
Click Start - Run, type compmgmt.msc - hit the Enter key.

The complete link to that folder should read;
Control Panel/ Administrative Tools/ Computer Management/ System Tools/ Local Users and Groups/ Users
Just start at the Control Panel and click on each title as it comes up. The Computer Management window will show the rest of the links in the upper-right window.
After you get there just follow the instruction M$ had posted.

Actually Gina to remove or change user accounts, first you need adminstrator privileges, second just click on start>settings>control panel>user accounts and simply click on an account and do whatever i.e. remove password, change account name, change/remove password etc.
Documents & Settings changes should take affect automatically after that.
