Changing Primary Drive letters winX

ok, i know how to change the drive letters with the disk management...that's not the issue...
I have 2 HDs (C: and D:). Previously I had winXP running off of my older, slower HD and had a new, bigger/faster drive as my secondary. I have completely reformatted both of them. Now, I have loaded XP on the new drive, but it is still my D: drive. How do I make the new drive the C: drive and the other the D:? I am assuming this has to be done somwhow before the OS is loaded on because I can't find a way to do it in the winXP setup.
