My friends Monitor is plugged into a PCI Card, now he has no PCI slots left and he wants to get a USB PCI card as he has no USB So with no PCI Slots left can he take out the PCI card that has his Monitor hooked up to it and get an ISA Card for his monitor ??? and if so how would you go about installing this ISA Card or VGA Card ??? are there settings to change in the BIOS, could do with your help on this....

Treat it just like a PCI card. ISA & PCI are the slot types - an add-in card is pretty much one or the other - VGA (or SVGA) just refers to the type of display.
He has ISA slots? Getting to be a rarity, I would think.

Seeing how ISA has been discontinued, i would say yes. But if you have an ISA video card, just make sure you uninstall the other card first.
There might be a setting in bios, and if you are kinda familiar with bios, go in there and search around. IF not, do not worry about it.

Add-in cards do not, as a rule, have their own settings in the BIOS. Possibly the BIOS has been setup to reserve resources for PCI slots or legacy devices, but that is something that you would have setup yourself - it would not be the default.
Depending on what Windows drivers are installed for the video, possibly uninstallation from Windows would be required - odds are XP will figure things out on its own. It may be advisable to remove the PCI card's entry from Device Manager before replacing it - at any rate, video cards have their own BIOS, which loads early on in the startup process.
