Dont know the hack your looking for yet but heres a nice 30 day trial version of icon creating software I have been playing with for a few days now.

G'day Paul, if you get yourself Microangelo or similar you can directly change the icons in Shell32.dll where these two reside as well as any other icon you don't like in *.exe. *.dll *.cpl *.ocx *.drv files plus a few other types of libraries as well. You can even make your own icon libraries.
I don't think these two folders you mentioned have a registry DefaultIcon key for them but you might look at their desktop.ini files and see if you can alter their paths in those. You may have to delete the IconCache.db file [formally ShellIconCache file in 9x and found in \Username\Local Settings\Application Data folder] and reboot for them to work [maybe]
