Is there a way to change an external drive letter pernamently. Right now it is listed as K but when i put other devices are on my computer it knocks it down a letter. The problem is when I am trying to run a program that originally had files on the external drive when it was listed as K, cannot find the files beause the drive letter has changedn to M or I or whatever!

Not a good idea to put files that are needed by a program on an external drive. I would suggest reinstalling the program and move the files to an internal drive.
Do yourself a favor BACKUP!

Change your external drive to x or something 'late' in the alphabet, so it won't be replaced.
