Change/Install XP to FAT not NTFS

I am trying to make my Toshiba Satellite dual-boot to Windows XP and SuSE Linux. The Linux Distro comes with a partition manager that allows me to resize the existing Windows partition to create room for the Linux install. However, the NTFS file system cannot be resized (according to the Linux install). I attempted to recover Windows XP, but there is no option to specify the file system with my recovery CDs (it wipes the drive clean with NTFS before doing anything).
Questions: Is there a way to do a custom install with only the recovery CDs (I have no floppy drive)? I know you can upgrade FAT/FAT32 to NTFS, is there anyway to go backward (I didn't think so)?
