Change Desktop Icon Text Color

Does anyone know how to change the color of Desktop icons' text? I have it set to show the icon background as transparent, but if I use a light-colored wallpaper it's hard to read the icon text since it's white.
Checked a few things with no luck. Anyone know for sure?

Already saw that, and disregarded it.
My desktop icon backgrounds are already transparent. XP does this by default.
What I'd like is to be able to change the icon text color from white to something else.

As I can see you can change the text color of the icons. But you can change it only for all icons in one time
To do so 1. Extract the downloaded program files to the folder 2. Launch TransDtopIco.exe file 3. And in the right side of the opened small window you can choose the color. Just click in the colored button. And it will bring you to the screen with many colours. Choose one of them and the text colour of all your icons would be changed.

Hum. I tried that and they all stayed white. I don't know why it wouldn't work for me, but does for others.
I guess I'll try it again...

Alright. I tried it again, this time with more testing.
It only works (for me) if visual themes are turned off. And even then, it only changes the desktop icon color until the desktop is refreshed, at which point the color goes back to white.
For whatever reason that program does not work for me. Thanks for the suggestion, any other ideas? (At this point I think it might not be possible.)
