Change default encoding for Notepad

OS: Win XP Pro SP2
CPU/Ram: 2GHz 1GB

In notepad I can go File > Save As, and then have the option to select "Encoding" from a drop-down menu.

The default encoding is "ANSI". How can I change the default encoding to "UTF-8"?

(I use UTF-8 for websites and have found that when cut-and-pasting in ANSI format some characters don't display properly).

Unfortunately there is no way to change default encoding in NotePad.
