cfgwiz.exe hog up 99% cpu usage

For some reason after formated my computer i installed Norton AntiVirus 2004 (NAV 2004) but after install and activated it, the program icon in the task bar have the red X on it. And then i notice that my system is very slow. I checked in task manager and i found that cfgwiz.exe is using 99% of my cpu usage. After i end task it, cpu usage drop to ~1% (normal). I did a search on this and the file was in C:\WINDOWS\ServicePackFiles\i386, C:\Program Files\Common Files\Symantec Shared, and C:\WINDOWS\Prefetch (with file name as CFGWIZ.EXE-18201E8F.pf). i did some search around and it's not a virus. It is associate with norton antivirus 2004 pro. If i end task the file cfgwiz.exe norton will automatically close and wont start again. I decided to format my computer again just incase of something was wrong when i installed window xp pro. After format the second time. Same thing happened. I scan my system with Trend Micro online scanning and no virus was found. I then visited norton site and find out support issue. Did what they wanted me to do. I reinstalled Norton AV 2004 but still now luck. When i installed NAV before (when not having any problem with NAV), the program just start right away after install. I dont really know what's is going on. I'm still trying to troubleshoot it. Can anyone help me? thanks.

CFGWIZ.EXE introduced with Norton Anti-Virus 2002, this is a real resource hog. Many NAV users will find they can live without loading it.

Since you just installed NAV 2004 run LiveUpdate. You may have to run it more than once. Run it until all updates are installed.

thanks for the help but i already searched over some of the links that was post here. If i end task the cfgwiz.exe then norton wont even load up. even if i run it using the shortcut. Also i never got to the main screen of norton after installed so i cant do the live update. also when i run live update manually from the folder, it said it cant connect to the server. any other solutions?
