cf-19 with new hdd wont boot from external cd/dvd

Specs: win xp

bios sees new 500 gb hdd, boot order set to external usb cd/dvd rom, when turned on it says pxe-e61 media test error, pxe-mof exiting pxe rom, operating system not found. tried new external cd/dvd rom and cable. no change.
what am i missing/doing wrong??

This is very simple. Computer systems is quite different from other systems that you can just buy and start using it without a technician responsible for setting it up.

HDD is where Operating System softwares reside be it windows, netware, Unix, Linus , Apple OSX e.t.c. One its new HDD Operating System installation is need for you not to be seeing that message.

Your machine is looking for a network boot device and not finding it. Why it's not then defaulting to the external dvd I don't know. Go back into bios and move the network boot down to the bottom, or disable it altogether, and move the dvd boot up to the top.
