CD-RW not detected in Win XP

My CD-RW (Lite-On LTR-1610C 16x10x40) is not detected when I boot up. Only after I go into my system device manager and click "scan for new hardware changes" then my cd-rw will show up. I think it is a problem with windows xp and my burner. But I wanted to update my firmware to see if that would work and there is nothing for download with the Lite-On LTR-1610C burner. Thanks a lot. Please get back to me as soon as possible.
