cdrom wont recognize unless in safe mode

I'm really not understanding whats wrong with my configuration...i get the feeling theres some sort of conflict...winxp will hang in loading if i have my cdroms physically plugged in...if they aren't windows will load up fine (i have two hard drives, master and slave on one ribbon on ata ide conector and my two cd roms in the secondary ide connector, one set as master and the other secondary on one ribbon) i can load everything fine in safe mode though...i don't get it??? any advice out there?
I'm having the same problem except with only one cdrw attatched to the second ide chain. works in safe mode only. arg!!! why?!?! called HP (it's an HPWriter+8100) and they told me it was a MS issue. thanks HP!
