CDROM Load Lockup Inevitable?

I know that this issue has been around since the dawn of time, but when you insert an cd/dvd into your drive in windows, you always get that brief system pause while the drive is loading...Is there any way around this or is it inevitable?

The entire system shouldn't pause (you should still be able to move the mouse, etc.), but you can't access the drive itself until it has spun-up to read speed...
