I think my PC has been hacked or infected with virus. I want to reformat it now but I cant. My CDROM wont read installers anymore. I can however read data/audio/video CD/DVD. Even when I reboot, my PC wont boot on CD, although the CD installer (XP) is of course bootable.

What do you mean, it can't read installers? Are you talking about "autoplaying"?
My suggestion would be to go to:
http://housecall.trendmicro.com
Do a virus/spyware scan from there.
Hope this helps! :D

It cant read installers at all. When I browse it in Windows Explorer, it shows no files. In DOS command, when I go to the drive of my CDROM it would say "Device nto ready." All these doesnt happen when I insert a disk other than those containing installers. Kinda weird!
