CD rom not recognizing cds

Anytime i switch cds after windows has started up, the cd rom drive wont recognize the cd. in my computer the drive reads "dvd-rom," after i siwtch cds it reads "cd-rom". but when i try to open it, it says there is no cd in the drive. i have tried 2 different cd rom drives, and 2 different IDE cables. i need help! thanks.

This is software not hardware and there is a conflict somewhere with a driver for something...best place to start believe it or not is if you have a fancy keyboard with power keys...I have seen IBM Rapid Access keyboards, updated for XP, create havoc with cdroms so that only cd in cd rom at bootup will run.
