a couple of ideas comes to mind!

the optics are burnt out so it will not read and shows blank.

It has a bad cable which will show as recognised from the system but still not work

A bad PSU will cause similar problems as there just is not enough power to let it operate properly.

The drivers are corrupted and needs to be reinstalled.

If you have another one to substitute then it would tell you about what issues you may be having with it.
