CD ROM doesnt work (error code 19)

when i right click in device manager i get error code 19 i have uninstalled and selected scan for new hardware but it doesnt help. (this is happening on both my laptop and PC!) I bought an external DVD burner since non of the internal ones work and when i connect that i get the same error message. Any help would be very much apprciated. Thanks
