Does anyone know of any free programs that will check the integrity of an un-burned CD?

You cannot. The burning software will detect any problems as soon as it tries to write anything if there is something wrong.

Prior to writing the CD is just an inert collection of chemicals that don't do anything until it is hit by a laser beam. You cant read a blank disc because there is nothing there for the laser beam to latch on to.

Nero has a tool that will read information put there by the manufacturer but that is all you can do.
