CD Drives not Reading CD's

Well here is my problem. After formating through the HP Recovery Destructive format. my CD Drives do not work. Windows XP Says they are installled and their drivers are up-to-date. But they will not Read a CD. i Have a HP Pavilion 7955 With Windows XP. My Drives are a Philips CDD4851 CD-R/RW and a Pioneer DVD-ROM DVD-116 (Or so says System Information). I Have uninstalled and reinstaled, even formated again. But i am still getting nothing out of them. Xp Says they run fine but no matter what CD I put in the computer says there is nothing in either drive. Can anyone please help me?
