I downloaded CC Cleaner and ran it ok on my user account. When my partner tried to run it on her user account, there was no desktop icon and it did not appear in "all programs" list. As temporary internet files appeared in her user account after running the cleaner on my user account, she tried to download the program to her account but the PC asked if she wanted to replace the file I had previously downloaded. How does she get to use CC Cleaner please?

What you downloaded was the installer, therefore she doesn't need to download it again. Just run the same installer from within her account.

If I remember right Ccleaner is not dual user capable. She must download the file and install it on her profile...When she installs it and it asks to replace the existing files just say no and it should install to her user profile.

Try right clicking on the recycle bin on the 2nd user account...it *should* be there.

You can also just copy the shortcut from your desktop to her desktop, within DocumentsandSettings/user
