Can I disable, thru software, my caps lock key and invoke caps lock with an "alt ctrl" or function key combination. The reason I am asking this is because my new keyboard is very sensitive and many time I accidentally hit the caps lock key while typing and don't catch it until I have typed a couple of lines.

Press the shift key 5 times in a row quickly to bring up the WinXP Stickey Keys accessability feature. Go to Settings, then choose Filter Keys tab. Here you can adjust the first problem. Not sure about having ctrl+alt = capslock, you can customize shortcuts to programs, but two keys to another key doesn't seem likely unless the software from your kryboard manufacturer allows for this.

You think you have problems. I learnt to type on a mechanical keyboard where the Caps lock is below the shift key. Then IBM came along and put it above the shift key. It took me years to get used to it.
I wish I had my TRS-80 keyboard. That had the Caps Lock were it belonged - below the shift key.

I see two possibilities:
1) Remap your keyboard to swap CapsLock with something else such as ScrollLock.
2) Use AutoHotKey. I'm not sure of the exact commands you need, but the developer is quite helpful and the website now has a support forum.
