can't view pictures

I think I messed up when I tried to fix some problems last week. I can view pictures however, when I try to save them to MyPics all I get when I try to open is:
Select the encoding that makes your document readable.
Text encoding
Windows (Default) which is checked
MS-DOS
Other encoding
next to that is a box that has:
US-ASCII
Vietnamese (Windows)
Western European(DOS)
Western European (Windows
then below that is a preview box that has
a lot of little boxes and a few characters spread out the whole rest of the preview area.

HELP!

I'm not sure if this is what you need. Right click on the pic in my pictures and select open with, then select windows picture and fax viewer. Put a check mark in to make it the default.
