Can't stop Firewall/ICS Service with GPO

Specs: Vista Business, 3.5GB Ram
Our organization has about 10 XP Pro SP3 clients and 10 Vista Business clients. I have created a group policy with the following set:

Prohibit use of Internet Connection Firewall on your DNS domain network is set to Enabled

Domain profile – Windows Firewall: Protect all network connections is set to Disabled

Standard profile – Windows Firewall: Protect all network connections is set to Disabled

This policy applies to all the clients.

The Vista clients work fine, but on all of the XP clients, the Windows Firewall/Internet Connection Sharing service is still running (and set to automatic).

What do I need to do to kill this service?

Finally got it to work by using a GPO to set the service startup type to Disabled. Seems sort of heavy handed, but seems to more.
