can't start up my laptop

i can't run my laptop at all at the moment, similar to some problem down the list titled 'continious boot loop'.
it goes normally until just before login with a message that says something along the lines of::
Run a system diagnostic util, run a memory check, try changing video adapters.
Disable any newly installed hardware and drivers. If you need safe mode, restart press f8 etc.
Tech info.

It counts to 100 in about 15 minutes and then restarts the laptop again. If I try safe mode like it says, the same thing happens. Anyone seen this before at all?
I can't access anything to backup or whatever. Thanks in advance for any help...
