can't start in safe mode

I can't start in safe mode at all. Even from msconfig, there I get the error to ask the admin, which I am. Actually it won't let me change anything in the msconfig at all. I also can't boot from the cd. It acts like I don't have a keyboard, but I do, even tried 3 different keyboards. 1 wireless, 1 usb, 1 thru the mouse ports. Do I have a virus that I can't detect? When I do try to start in safe mode, it keeps going because I'm not able to select start in safe mode, so windows loads normally.

You will not be able to use either a wireless or USB keyboard before the operating system has booted unless Legacy USB support was enabled in BIOS at some time in the past. Then only a wired USB device would work since wireless needs drivers that only load up with the operating system.

You do not connect a PS/2 keyboard to a "mouse port"

It connects to the appropriate PS/2 keyboard port ( Usually purple)

I've never heard of logging in to SafeMode via msconfig.

Shut down the system. Connect a PS/2 keyboard. Press power button and while it is booting tap F8 key until the boot options menu shows up. Arrow up/down to select Safe Mode then Enter.

Legacy usb support is enabled in BIOS. From msconfig I can't start up in diagnostic or anything, can't change anything there. Everybody I've asked has never heard of any of my problems. Thanks for your help and anymore suggestions you might have.
