Can't start in safe mode

Why can't I start in safe mode keep getting the error message IRQL_NOT _LESS_OR_EQUAL 0x0000000A ETC ETC

What does 'Last Known Good Configuration feature in Windows XP' actually do? Will it give me back this missing file and make things better?

You could try a System Restore to try and fix it.

If I just boot up as normal I can get my machine up and running but have difficulty with my DVD drive. It will not recognise disks and shuts down by its self. Trying to open in safe mode comes up with this error. Chosing to start up in last known good configuration will that cure both??

you probably got error on safe mode cuz of these posabilties:
1.you may have virus in dir or ststem folder
2.you may have move a file from directory
3.you may have deleted or corrupted a file (make sure run31.dll is in ur system folder)
4.you may have created an unexpected file in ur system folder
5.your system folder has been access by another comp viruses,spywares,malwares,rootkits,or adawares
