Can't set Internet Connection Shari

CPU/Ram: Celeron 2,7 GHz, 512 MB D

I have tow PCs that are normally conencted via ICS.
I did some Windows XP re-installations and now I can't set my Interenet Connection Sharing up.

The primary connection does not have the proper tick boxes in the Advanced tab.
There is no option for sharing it in the connection settings.
Here is what the Advanced tab looks like at the moment:

Why are the ICS settings on my primay connection missing?
How to set up my ICS and bring it back to life?

My problem is that the settings options on my primary connection that control ICS are goneand are nolonger in the menu.

Did you run the Network Setup Wizard, or attempt a manual configuration ?

I tried both.
For some reason the settings for Internet Connection Sharing do not appear in the menu of the primary connection.
