Can't set folder permissions

Hi there
I am having problems where all my fodlers and dir's are set to read only, when i select to change this it apply's ok howver the permissions reset to read only.
I have had a look at some of the help options at MS knowledgebase and it says that any drive with a $ sign next to it can't have its permssions changed, all my drives have the $ sign!

right click on your hard drive and click properties. Then click the tab Security check these permissions if the box labeled "replace permission enteries on all child objects with enteries shown here that apply to child objects" if ticked then make sure that the pemissions are exact ally what you want on all files and folders, if not untick the box

OK I have found this but two partitions on my C drive don't show the Security Tab? I can't even get to the permissions?
When I try to change the permissions for Creator/Owner on my second hard drive (there are none ticked when I first look), they go back to unticked after applying?

Hmmmm, I will have a look and see if the problem is still happening.
The first symptom I saw was that I could not change folder names.
It actually seems to be working now. So yes it does seem to be fixed?
