Can't send email thru web OR Outlook Exp

I've had trouble on 2 different computers running WinXP where I cannot send emails through my ISP using Outlook Express or through using webmail like Yahoo! or Big Mailbox. The other bizarre thing is that I can receive email just fine; I just can't send! I have my OE config correct, and in fact, the same accounts/configs have worked just fine in the past, but have just recently stopped being able to send. PLEASE HELP! Thanks!
I have similar prob. But, all i want to know is how do I get messages out of the que whenever they can't be sent (using Outlook Express, Windows XP). Everytime I open or close the OE, it ries to send them again! Thanks.
