Can't See Security Tab On Folders

I am trying to access to Security tab on the windows/system32 folder but even when logged in as Admin, I can't see it. Any thoughts? Thanks!

Press F8 just before Windows begins to boot and start in Safe Mode and log in as Administrator.

SVG, he's using XP home, which means the security tabs will not show up normally. As Alex40 said, he's definitely going to have to go into Safe Mode to get the security tabs.
