Can`t Run System Restore.

Specs: Windows XP

i have a windows xp, i want to run a system restore because windows won`t work. i tryed to run safe mode but that dosent work ether. i have my windows cd, i want to run the install but when they ask me to agree by pressing F8, nothing happens. im guessing my F8`s broken.
when i boot my system it said ``missing file WINDOWS-system32-h...hts....htstk......i dont remember the last part. anyways i got that missing file back with a different question i asked on this site... now, when i boot my pc, it stays at a black screen with a beeping ``_``
OH and something really importaint i should have mentioned from the start is when i tryed following some commands to use on the command prompt from the windows cd, it said ``missing drive or floppy disk``

devilmonk, I'm confused. Does Windows start and can you get on the net to download a proggie? My SWAG is you're infected by a nasty (virus, worm/trojan, etc.) and need to scan.
Be aware that a virus and a Trojan are similar, but not the same. Many times, an AV detects one it can't clean, other times, it gets missed entirely.
If you need to clean one, Superantispyware (info only. I’m not paid for recommendation. WARNING! FYI, a full scan on mine takes over an hour.) can do the job and you can get it free @:
http://www.superantispyware.com/
among other places. They have a Vista compatible version if needed. Dunno about Windows 7 or later.
If it turns out that you need to use it, be sure to update Superantispyware prior to running and disable 'restore' (restart after cleaning) so the nasty doesn't get put back. They just released a new update recently and it changes all the time. Things are in a constant state of flux.
The restore thing is critical. May not be your deal at all, but won't hurt anything to try.

my windows dosen`t work, i`ll explain what happens when i boot my pc.

1. a blue screen pops up (not blue screen of death), at the bottem of the blue screen, it has instructions saying press F1 to run setup, esc to run boot menu, and F10 to run system restore
system restore dosen`t work when i press F10, only boot menu and setup works.

2. a black screen pops up for 3 seconds saying stuff about drives, nothing helpful tho, it says press ctrl-i to change the settings for that stuff, again, tryed that, nothing works.

3. if i have my windows cd on it loads the cd, if i don`t have it on it just stays on a black screen for ever, i left it on the blackscreen for a full day and nothing happened.

4. on the windows cd, i have 3 options, install windows, repair windows, and exit.

5. if i press the install windows it takes me to a blue screen and asks me to agree to the terms of use or something, anyways i have to press F8 for me to agree but when i press F8 nothing happens.

6. repair....i did too many things on that, it loads up a command prompt. i remember i did lots of commands but thats it

devilmonk , just a SWAG, if i have my windows cd on it loads the cd, if i don`t have it on it just stays on a black screen for ever, i left it on the blackscreen for a full day and nothing happened., sounds to me like you have your BIOS set to boot from CD. At the opening screen ON BOOTUP you'll see instructions for entering the BIOS. Maybe you need to edit?
