CAn't run system restore

Why is it that I can’t do a system restore? Before it used to work fine but now it won’t run. It says “system restore wasn’t able to protect your computer. Please restart and run system restore again”. I was doing some installations and did some or about 3-5 system restore when my PC became unstable after the installations then when I try to do a system restore again it says that message over and over. Even if I restart and run it again it still wouldn’t work. I still have a least 12 gb of HD space left.
What is the use of the System Volume Information folder? Is it okey of I delete the files inside it?
