Can't run regedit

Are you running it from the Start Menu - what picture??? You type regedit, click OK then the registry comes up.

Can you do a system restore back to when it worked? Or, try sfc /scannow. You will need the XP CD. It should repair/replace any corrupted files.

yes and it disapeares again in less than a sekund, it is the same if I run it from start from regedit.exe or from norton uti

It's most likely a Virus. I had one like this at work a few months ago. In addition to regedit doing exactly what you described, the interface for Norton Antivirus would not open, both were attacked by the virus.
All is not lost. Go to security.symantec.com and choose to perform an online virus scan. It will identify the virus for you and then you can download the manual removal tool.
