can't run .exe or .lnk files

I booted up the PC and found that (nearly) all program menu items and desktop shortcuts have default icons. Double clicking a desktop shortcut or a .exe file in explorer (or trying to run a program from the program menu) causes windows to display the 'Windows cannot open this file' dialog, and prompts you yo associate the .exe or .lnk file types with a program.
PC seems to be OK otherwise, and some programs can be run by devious means - for example, I can start IE Explorer by using the 'check on the web' option from the 'Windows cannot run this file' dialog.

Don't know if you have a virus or malware, but worth checking.
Run a scan with your AV program.
Download AdAware and Spybot, install them, update them, and run scans with them. See what bizarre additions you have, and delete them. Some advise deleting everything you find in them. I don't.
