Can't run 16-bit applications.

I am currently running a fully updated version of windows XP. Whenever i attempt to run certain .exe files i recieve the message "cant run 16-bit application
The Parameter is incorrect"
This message is also recieved when trying to install a 'supposedly' windows xp compatible version of Norton Utilities. The error occurs just as the "speed disk" module is installing.
Would really appreciate any help or suggestions.
