cant run 16 bit Windows program

Sorry I did not explain. Thanks again for your response as this has been an ongoing nightmare for me. This error occurs trying to install 3rd party software ESROI 4. Program install tries to run and then I get this window which opens with the information provided in my question. I have been able to install and run the program previously but can't now. Have spent many hours on the phone and email with software provider and Microsoft. Thought it might be caused by install of XP Home SP 3 but also had some malware issues. Have run check disk and defrag all ok. Went to live one security scan and ran it to make sure the virus, malware, and registry issues were addressed. Installed Live One Care to continue to guard against any issues. Hope this sheds some additional light on this issue. Thanks in advance for any help.
