can't right-click start menu

hi, i'm running windows xp and i can't right-click anything on the start menu, but whenever i put it in 'classic start menu' i'm able to right-click. how can i fix this?
Paste the above into notepad and save it as fix.reg Click the file you just made to import the info into the registry.

i tried it, and i got an error message saying: Cannot import C:\DOCUME~1\fix.reg: The specified file is not a registry script. You can only import binary registry files within the registry editor.

Make sure to include this line
"Windows Registry Editor Version 5.00"
If the file doesn't work (but does import) let me know. There are a couple different settings that could cause this.
