can't remove trusted site

I had the downloader virus and removed it. I ran ad-aware, spybot and Hijack this. There is one entry in hijack this I can not get rid of. "015 - trusted zone:http//*.63.219.181.7" . I went into inernet options and sure enough it is in the trusted sites. every time I remove it, it reappears. Tried everything in safe mode also.

Did you turn off system restore ?? Did you also delete all the temp files and internet temp files , Also deleted from the recycling bin ?

Got it. I did a search through the registry and removed all instances of the ip address that was in the trusted site. It hasn't come back yet. Thanks for the input.
