Can't reformat skips past boot to desktop

Specs: Windows XP
I've been trying to format my hd and do a clean install of windows XP. I have the original recovery/restore disks for this computer along with an official WinXP full install disk. I've reformatted with the restore disks before but now the cpu won't recognize the drive at reboot, just goes on to my desktop. It's also the same with the full install disk. I HAVE done the following steps..

Change the startup order of the disks in Bios.
Tried pressing a key to goto the boot from menu.
Various boot cd's Win98, etc..
The cd's boot from another cpu & the cd light does flicker on startup.

I'm clueless about this one, any help would be greatly appreciated!

...did you "save" the boot order in bios before exiting?

Yeah i made sure of that. No matter what startup or bootdisk i try and use it skips past the cd-rom booting and goes straight to windows. I've tried all the steps i listed above and even a smack or two and nothing works lol..

... any idea how old the cmos battery is ?

... worth checking voltage... better still stick in a new one!
